A federal judge has ruled that Elon Musk’s attempt to dismantle the U.S. Agency for International Development (USAID) likely violated the Constitution, dealing a major blow to the villianaire-backed assault on government agencies.

Judge Theodore Chuang blocked further cuts and ordered USAID’s immediate restoration, slamming Musk’s Department of Government Efficiency (DOGE) for bypassing constitutional authority. “No private citizen—regardless of wealth or influence—may unilaterally dismantle an agency established by Congress,” Chuang wrote in his order.
Musk, acting as Trump’s unofficial “efficiency czar,” gutted USAID earlier this year, cutting off global health and disaster relief programs funding. The move crippled HIV prevention efforts and left a diplomatic vacuum now being filled by China and Russia.
The ruling is a victory for accountability, but the fight isn’t over. Republicans are vowing to appeal, and progressives call for an investigation into Musk’s broader influence over federal policy.
