Burbank Council Moves to Sue to Block Netflix-Warner Bros. Sale as Paramount Battles Deal
The battle over who will control Warner Bros. Discovery just reached the Burbank City Council and it could shape the future of Hollywood jobs. According to NBC Los Angeles, Burbank Councilmember Konstantine Anthony has formally requested that the city enter litigation to block the sale of the storied Warner Bros. studios and related assets.
The political and financial stakes are high as Netflix and Paramount fight head-to-head in a historic acquisition battle. Netflix struck a deal to acquire Warner Bros.’ studios, HBO and streaming business in a mega-transaction valued near $83 billion, while Paramount Skydance has launched a hostile bid for the entire company, promising shareholders a larger cash offer.
Anthony, a former Burbank mayor, argues that potential consolidation among media giants deserves antitrust scrutiny to protect local employment and competitive media markets. “Burbank is known as ‘The Media Capital of the World’ and any attempt to consolidate large media conglomerates must be scrutinized under U.S. antitrust laws,” she wrote in her statement.

The City Council is scheduled to take its first vote on the proposed sale on Dec. 16, a move that could determine whether Burbank officially pursues litigation or other intervention.
Legal experts and industry watchers say this local move adds fresh complexity to an acquisition already facing intense antitrust and regulatory scrutiny at the national level, with analysts flagging potential market concentration and competition issues.
“Any attempt to consolidate large media conglomerates must be scrutinized,” Anthony said, underscoring local concerns.
If Burbank approves legal action, it could set a precedent for cities affected by major corporate mergers and amplify national review processes. The Dec. 16 vote is expected to be closely watched by industry insiders, local workers, and policymakers alike.
