California Sues to Block Proposed ICE Facility Near Gilroy Over Farmland Dispute
California Attorney General Rob Bonta and Santa Clara County officials have launched a new legal challenge against the Trump administration, filing suit to halt construction of a proposed Immigration and Customs Enforcement facility near Gilroy. The lawsuit argues that the project violates multiple federal and state laws and improperly advances development on protected agricultural land.
According to the complaint, the facility is being developed on land covered by California’s Williamson Act and was advanced without the reviews and coordination requirements that state and county officials say federal agencies were obligated to follow. The lawsuit asks a federal court to permanently block construction.
The legal fight comes as California continues a broader campaign against Trump administration immigration policies. Bonta has repeatedly challenged federal immigration actions in court, and state leaders have increasingly focused on detention conditions, enforcement tactics, and federal expansion efforts.

Public opposition to the Gilroy project had already been building before the lawsuit. County leaders, immigrant-rights groups, and local advocates organized public events and statements condemning the proposal, arguing that expanded detention infrastructure could have significant effects on immigrant communities throughout the Bay Area.
Supporters of the lawsuit frame the dispute as a land-use, environmental, and civil-rights issue. Federal officials have argued in similar disputes that immigration enforcement facilities are necessary to support federal operations.
The case now moves to federal court, where judges will determine whether construction can continue while the lawsuit proceeds. The ruling could become an important test of how far states and local governments can go in challenging federal immigration infrastructure projects.
