Democrats File 25th Amendment Bill as Trump Removal Hinges on VP Vance
House Democrats are moving to push a 25th Amendment pathway against President Donald Trump but the effort is already colliding with constitutional limits and political reality.
According to Axios and Reuters, more than 50 Democrats led by Rep. Jamie Raskin introduced a bill to create a commission that could evaluate Trump’s fitness for office. The move follows renewed concerns over his rhetoric and actions tied to Iran.
The tension is clear: while Democrats argue Congress has a duty to act, the 25th Amendment does not give Congress direct removal power.

Under the Constitution, the vice president and a majority of the Cabinet—or a congressionally approved commission—must initiate removal. Congress only steps in later if the president challenges that decision, requiring a two-thirds vote.
That means even if the bill passed, Vice President JD Vance would still need to agree—an unlikely scenario given political alignment.
The proposal is being described by multiple outlets as a long-shot effort with limited chances of becoming law.
