DeSantis Signs SB 686 Expanding Fast-Track Development on Florida Farmland
Florida is moving to fast-track development on farmland, but the shift is already raising concerns about local control.
Gov. Ron DeSantis has signed legislation tied to SB 686 that allows certain agricultural land, known as “enclaves”, to be quickly approved for development if surrounded by existing growth. According to the Florida Senate, the law creates a new certification process that lets landowners bypass traditional zoning hurdles and move projects forward faster.

Supporters say the measure helps property owners and could ease housing supply by allowing residential and commercial projects to match nearby development.
But counties may have limited power to push back. Under the law, local governments cannot impose stricter rules than similar developments and must act within set timelines, or risk automatic approval, according to state analysis.
The measure applies to most Florida counties and takes effect July 1, 2026, though it is set to expire in 2028.
The broader question now is how quickly farmland transitions into housing—and who controls that process.
