As discussed in our previous article in this series, more than 200 detention centers operate domestically, often hidden in rural areas. And like the industrial prison complex, this is a business designed for profit.
This isn’t just mass detention; it’s mass production. And in the gears? Tens of thousands of scared, abused, and neglected individuals, including children.
Under Trump’s 2025 expansion of immigration enforcement, ICE has ballooned into a profit-making machine. More raids, more contracts, more people in cages. And behind it all is a booming industry built on bodies.

This overcrowding isn’t a policy failure. It’s the business model.
Private contractors like GEO Group, CoreCivic, and Palantir Technologies are embedded in every layer of the system. GEO Group and CoreCivic run the detention centers. Palantir Technologies provides the surveillance infrastructure, tracking, flagging, and feeding data into ICE's enforcement pipeline.
We’ve already reported how Elon Musk’s Starlink and Peter Thiel’s Palantir have fused into the digital wall, replacing Trump’s physical one. But the surveillance doesn’t stop at the border; it follows immigrants into detention and beyond.
The Major Players
So who are the faces behind the corporations? Let’s name names.
GEO Group, America's largest for-profit prison operator, runs dozens of ICE facilities and received hundreds of millions in new contracts in 2025 alone.
CoreCivic, its primary rival, operates family detention centers, immigrant jails, and pre-trial holding facilities nationwide.
Palantir Technologies, co-founded by Peter Thiel, supplies ICE with AI software that flags individuals for detention based on opaque risk algorithms and predictive modeling.

Executives from all three companies have donated to Trump-aligned PACs, funded Heritage Foundation panels, and lobbied Homeland Security officials directly. It’s not a side hustle; it’s a strategy.
Corporate Detention Complex (2023–2025)
These numbers aren’t just statistics; they’re incentives: the more detainees, the more dollars. And there’s little oversight over how these contracts are awarded, or who they really serve.
Who’s Writing the Rules
None of this is accidental. It’s the result of years of planning.
At the center? Russell Vought, the former and current Office of Management and Budget director. From his perch inside the administration and at the helm of the Center for Renewing America, he authored key sections of Project 2025, the authoritarian playbook for Trump’s second term.
Schedule F firings wiped out key oversight positions.
Budgetary rewrites shifted funds to ICE and away from legal aid, civil rights offices, and asylum courts.
Under Project 2025, Vought helped craft a roadmap to hollow out the very agencies that might offer due process, slashing resources for the Office of Refugee Resettlement (ORR) and the Executive Office for Immigration Review (EOIR), while ramping up funding for enforcement-only agencies like ICE and CBP.
And because OMB oversees federal contracting and discretionary budgets, Vought has the power to fast-track funding, suppress scrutiny, and rubber-stamp massive payments to private contractors like GEO Group, CoreCivic, and Palantir, often without public debate.

This isn’t governance. It’s governance-as-detention.
Follow the Money
Trump signs an executive order. ICE signs a contract. People disappear. Share prices climb.
This is how detention becomes a gold mine.
In Trump’s first term, private prison contractors made billions detaining migrants. GEO Group and CoreCivic pocketed hundreds of millions in ICE contracts, while tech firms like Palantir quietly powered the data dragnet.
But that was only the beginning.
In 2025, under Trump’s second term, the administration is on track to pour hundreds of billions more into border militarization and mass detention. A Senate budget proposal outlines $175 billion over the next decade for immigration enforcement alone. And leaked plans show the administration considering private military contractors, air fleets, and processing camps on military bases to carry out what officials have described as a “record-breaking” deportation operation, targeting up to 12 million people in just two years.
This isn’t just a continuation. It’s an escalation.

For Thiel, “freedom” doesn’t mean civil liberties; it means freedom for profit. If democracy stands in the way of that machinery, so be it.
What Happens When Profit Drives Policy
When profit becomes the point, people become disposable.
This system doesn’t reward compassion; it rewards capacity. It doesn’t incentivize release. It incentivizes capture. And it doesn’t require evidence or oversight, just contracts and code.
We now live in a country where:
Mothers and children are jailed in rural counties for months.
Legal immigrants are tracked, flagged, and detained for speaking out.
Deportations are outsourced to brutal prisons in countries where abuse is policy.

This isn’t just an immigration story. It’s a warning. We’ve built a system where cruelty is policy, profit is the reward, and everyone is footing the bill.
