Federal Judge Blocks DOJ Pressure on Facebook, Apple Over ICE-Sighting Tools
A federal judge has ordered the Justice Department and the Department of Homeland Security not to pressure Facebook or Apple into suppressing ICE-monitoring tools, marking a significant First Amendment ruling in the ongoing fight over immigration enforcement and online speech.
U.S. District Judge Jorge L. Alonso granted a preliminary injunction in Rosado et al. v. Bondi et al., a lawsuit brought by Kassandra “Kae” Rosado and Kreisau Group. Rosado operated the “ICE Sightings – Chicagoland” Facebook group, while Kreisau Group created Eyes Up, an app meant to let users record, store and view videos involving ICE activity.
The plaintiffs alleged federal officials coerced Facebook and Apple into removing or suppressing those tools. Alonso’s ruling found the plaintiffs were likely to succeed on their claim that the alleged pressure violated the First Amendment.
The legal consequence is narrow but important. The order does not require Facebook or Apple to carry the group or app. Instead, it restricts DOJ and DHS from using government authority to demand or pressure private platforms to suppress the plaintiffs’ speech.

The case grew out of a wider immigration enforcement conflict. DOJ previously said Meta removed a Chicago Facebook group after department outreach, while federal officials argued such tools could endanger ICE agents. AP and Reuters reported the earlier platform removals and the government’s officer-safety rationale.
For immigrant communities and civil liberties advocates, the case centers on whether people can document and share information about public law enforcement activity. For federal officials, the dispute involves safety concerns around tracking agents during enforcement operations.
The next key step is compliance. WBEZ reported that DOJ and DHS were ordered to notify employees, Meta and Apple of the injunction and file a status report documenting their actions.
