Georgia Fines GOP Figures $1M, Refers Them for Possible Criminal Charges in $140M Ponzi Scandal
Georgia is escalating enforcement actions tied to an alleged $140 million Ponzi scheme that devastated investors and involved prominent GOP figures in the state. Raffensperger’s office confirmed emergency orders imposing $1 million in fines and referrals for possible criminal prosecution linked to First Liberty Building & Loan, a Newnan-based investment firm at the center of the scandal.
The fallout has torn through Republican political networks, raising tension between state regulators and party leaders over accountability and financial oversight. Investors who lost life savings are still seeking recovery, and prosecutors are deciding whether to pursue charges after formal referrals.
Among the actions, Secretary of State Brad Raffensperger’s office issued a $500,000 fine and criminal referral for Edwin Brant Frost V, former Coweta County GOP chair, arguing he provided “false and misleading information” to investors that led to millions in investments.

On the same day, the office fined Timothy Nathaniel Darnell, president of the Georgia Republican Assembly, another $500,000 and referred him to the Cobb County District Attorney for possible prosecution. Officials said Darnell recruited at least 45 clients to First Liberty without disclosing compensation.
Federal authorities previously charged First Liberty and founder Edwin Brant Frost IV in 2025 for operating what regulators described as a Ponzi scheme — alleging investor funds were misused to pay returns with new capital and diverted into personal expenses.
Raffensperger has also appointed a special investigative agent with subpoena authority to dig deeper into the scheme.
Prosecutors now hold the referrals. Whether criminal charges will be filed remains uncertain, but the actions signal continued scrutiny of financial fraud and political connections in Georgia. The coming weeks may determine if indictments follow.
