GOP Sen. Wicker Officially Rejects DHS Plan to Turn Mississippi Warehouse Into Massive ICE Center
Byhalia, MS — U.S. Senator Roger Wicker has publicly rejected the Department of Homeland Security’s proposed plan to convert a warehouse in Byhalia into a large Immigration and Customs Enforcement detention facility, warning the idea could harm local infrastructure and economic prospects.
In a letter to Homeland Security Secretary Kristi Noem, the Mississippi Republican said his opposition is not to enforcing immigration laws but to this specific site’s conversion, which he says would undermine the community’s development potential. The warehouse on Mount Carmel Road had been considered for industrial growth and job creation before reports surfaced of a federal attempt to acquire it for immigration detention.
Wicker, chairman of the Senate Armed Services Committee, cited concerns that turning the facility over to ICE would “foreclose on economic opportunities better suited for this site” and could overwhelm local systems. He emphasized that Marshall County is already attracting business interest and needs development-ready sites to support long-term growth.
The letter also raises feasibility questions, noting that existing medical care, transportation access, utilities and emergency services in Byhalia are not equipped to support a detainee population potentially exceeding 8,500 people. Wicker said proceeding without addressing these concerns would disregard community input and strain limited local resources.

“I strongly oppose this acquisition and the proposed detention center,” Wicker wrote, urging DHS to reconsider.
The development has already sparked local protests and debate, with residents voicing fears about public safety and service impact. Wicker’s intervention marks a high-profile Republican pushback to the federal proposal and could signal broader scrutiny of similar site selections.
Officials in Noem’s department have not yet issued a detailed public response. Wicker said he looks forward to being kept informed of any ICE contracting proposals that would affect Mississippi.
