Hegseth Censures Sen. Mark Kelly, Seeks to Demote Him Over ‘Illegal Orders’ Video
Defense Secretary Pete Hegseth has formally censured Arizona Senator Mark Kelly and initiated administrative proceedings that could reduce Kelly’s Navy retirement rank and cut his pension, deepening a public feud over comments Kelly made about U.S. military policy.
The unusual dispute pits a sitting U.S. senator and retired naval officer against the Defense secretary, raising tensions over military discipline, free speech and political dissent.
According to AP News, Hegseth accused Kelly of undermining good order and discipline by participating in a video last November in which Kelly and five other lawmakers urged troops to disobey unlawful orders.
Hegseth’s action includes issuing a formal Letter of Censure and launching a grade review process that could demote Kelly’s retired rank and reduce his retirement pay. Kelly was given 30 days to respond and the review is scheduled to wrap in about 45 days.

Kelly fired back, calling the censure “outrageous” and defending his service and right to speak about constitutional obligations.
Legal experts note such administrative punishment for post-retirement political speech is rare and may trigger further legal challenges.
The clash underscores growing friction between Pentagon leadership under President Trump and critical lawmakers in Congress.
What happens next is likely a legal and procedural fight over the censure, Kelly’s military status and broader questions about political speech and military governance.
