House Republicans Pass FAFSA Fraud Screening Bill Targeting ‘Ghost Students’
House Republicans have advanced legislation aimed at cracking down on so-called “ghost student” fraud in the federal student aid system, moving forward a proposal that would require FAFSA applications to undergo identity fraud screening before aid is distributed.
The legislation, H.R. 7892, known as the No Aid for Ghost Students Act of 2026, was introduced by Rep. Burgess Owens (R-Utah). The bill would require the Department of Education to use an identity fraud detection system to review FAFSA submissions and identify applications that present a reasonable suspicion of identity fraud.
Under the proposal, applicants flagged by the system would be notified and would have to complete additional identity verification before federal student aid could be disbursed. Colleges would also be required to verify the identity of flagged students before releasing aid.

Republicans argue the measure addresses a growing problem in which bad actors use stolen or fabricated identities to enroll in courses, obtain federal aid, and disappear before completing coursework. Supporters say the fraud costs taxpayers millions of dollars and can crowd legitimate students out of classes and resources.
The proposal has also generated criticism. During committee consideration, Democratic lawmakers expressed concerns that legitimate students could be caught in the screening process and face delays receiving aid. Higher education advocates have similarly warned that students without traditional identification, reliable internet access, or stable housing could encounter additional hurdles if the verification system is implemented without safeguards.
If enacted, the legislation would require annual evaluations of the fraud detection system and reports to Congress on its effectiveness. The bill represents one of several Republican-backed efforts to increase oversight of federal student aid programs and tighten anti-fraud controls.
