Joyce said the recruit had passed a rigorous background check and held valid work authorization through April 2029, but was pulled over by a half dozen ICE agents in Portland’s Bayside neighborhood as part of a broader federal operation. The sheriff called the manner of the stop and its aftermath “bush-league policing,” citing video that shows the recruit’s car left idling and unsecured on a public street.
The incident has fueled tension over ongoing immigration enforcement in Maine under “Operation Catch of the Day,” which federal authorities say targets dangerous criminal immigrants. Local officials, including Joyce, dispute that characterization, noting that many detainees have no serious criminal history.
