Mike Johnson Swears In Christian Menefee, Shrinking GOP House Majority to 218-214
Christian Menefee was sworn in as the new U.S. Representative for Texas’ 18th Congressional District Monday night in Washington, D.C., after winning a special election runoff. Speaker Mike Johnson administered the oath of office on the House floor, marking Menefee’s official start in Congress.
The swearing-in comes at a moment of intense legislative pressure, with Republicans holding a slim majority that could be further tested as funding votes and policy fights loom on Capitol Hill. Menefee’s addition reduces the GOP margin to 218 Republicans and 214 Democrats, tightening the margin for party leadership.
Menefee, a former Harris County Attorney, won the seat in a January runoff with approximately 68% of the vote against Democratic rival Amanda Edwards, filling the vacancy left by the March 2025 death of Rep. Sylvester Turner.
But his term is short-lived on paper: Menefee must now campaign again in a March Democratic primary for the newly redrawn 18th District that includes territory represented by veteran Rep. Al Green.

Before swearing him in, Speaker Johnson told Menefee, “Congratulations,” acknowledging the historic moment for the Houston-area seat.
The shift in the House balance matters immediately. With the Republican majority narrowed, Johnson can now afford only a single GOP defection if all members are present and voting on key legislation.
Menefee’s victory also ends nearly a year of vacancy for the 18th District, which had been without representation since former Rep. Turner’s death.
As Washington braces for critical funding and policy votes, Menefee will take his seat alongside a divided House — a chamber where every vote matters.
