Minnesota AG Says Armed ICE Surge Was “Causal Factor” in Fatal Shooting
MINNEAPOLIS — January 7, 2026 — A woman was shot and killed by a U.S. Immigration and Customs Enforcement (ICE) agent Wednesday during a federal immigration enforcement operation in south Minneapolis, triggering protests, sharp criticism from local officials, and multiple investigations.
The shooting occurred near East 34th Street and Portland Avenue as ICE agents conducted targeted arrests as part of a broader immigration surge in the Twin Cities area. Federal officials said the woman, identified by authorities as 37 years old, was inside an SUV when the incident occurred.
According to the U.S. Department of Homeland Security, agents fired their weapons after the woman allegedly accelerated her vehicle toward officers, creating what DHS described as a life-threatening situation. The agency said the agent acted in self-defense. The woman was pronounced dead at the scene.
Local officials quickly disputed the federal account after reviewing video from the scene. Minneapolis Mayor Jacob Frey rejected the self-defense claim, calling the shooting reckless and demanding that ICE leave the city. He said the video raises serious questions about the justification for deadly force.

Minnesota Attorney General Keith Ellison said his office is monitoring the case closely, calling the large-scale deployment of armed ICE agents a contributing factor to the violence. Ellison said anyone who broke the law will be held accountable.
Minneapolis Police Chief Brian O’Hara announced that city police are conducting a state-level criminal investigation into whether Minnesota law was violated. That review is separate from any federal investigation. The FBI is assisting.
Officials said the woman was not a target of the immigration operation. Her name has not yet been released.
Protests erupted near the scene within hours of the shooting, with demonstrators confronting law enforcement and federal agents. Authorities reported crowd control measures were used as tensions escalated.
The incident comes amid heightened scrutiny of aggressive immigration enforcement tactics under President Donald Trump’s administration and has renewed debate over the presence of federal agents operating in local communities. Investigations remain ongoing.
