MTG’s Weather Bill: Conspiracies in a Time of Catastrophe
She's back with a brand-new bill to save us from dangerous, unnatural weather, by banning what humans are already doing, but only if they do it “on purpose.”
This week, while catastrophic floods swallowed central Texas, killing dozens, including children at a summer camp, Representative Marjorie Taylor Greene took to social media to announce she’s introducing legislation to criminalize “weather modification.” The bill, she explained, would make it a felony to “inject, release, or disperse chemicals or substances into the atmosphere for the express purpose of altering weather, temperature, climate, or sunlight intensity.”
On the surface, this might sound like a brave stand against humanity’s reckless tampering with the atmosphere, which is already fueling hotter summers, stronger storms, and biblical floods. But alas, Greene isn’t talking about carbon pollution, deregulated industry, or climate change. She’s talking about “chemtrails.”
That’s right, the congresswoman from Georgia has decided the real threat isn’t the millions of tons of CO₂ and methane her donors dump into the sky every year. It’s shadowy globalists seeding clouds and dimming the sun on purpose. You can almost hear her brushing up against a point before veering hard back into Infowars territory.

What We Know and Don’t Know About Greene’s Bill
What we know so far comes from Greene’s own social media post. In her words, the bill would: “…make it a felony for any person to intentionally carry out geoengineering or weather modification by intentionally dispersing chemicals into the atmosphere for the purpose of altering the weather, climate, or sunlight intensity.”
In other words, if you’re intentionally messing with the atmosphere to change the weather, you could face prison time.
So what does that actually mean? Well:
We know she’s targeting what she thinks are “chemtrails.” This is straight out of the conspiracy playbook that imagines planes spraying secret chemicals to control weather, people, or both.
Dr. Ron Smith, an aerospace expert at the Royal Aeronautical Society, explains that the origin of the chemtrail myth is due to “Fictional ‘chemtrails’… being confused with iridescent contrails.”
We know she built in a loophole. By specifying “the express purpose” of altering the weather, she ensures this wouldn’t apply to fossil fuel companies and industries that pump greenhouse gases into the air for profit, even though those emissions do change the weather.
We know there’s no evidence of mass, secret weather control. While cloud-seeding exists (and is modestly effective at nudging a bit more rain out of a cloud), and scientists have floated theoretical solar geoengineering to cool the planet, nobody is creating Texas-sized floods from a Learjet.
“76 out of 77 (98.7%) of scientists … said there was no evidence of a secret, large‑scale atmospheric spraying program,” reports Mick West, author of Escaping the Rabbit Hole and an expert on conspiracy debunking.
We also know the text of the bill isn’t public yet. As of this writing, it’s not listed on Congress.gov, no bill number has been assigned, and the precise definitions & penalties remain a mystery.
We also don’t know whether she intends to criminalize existing, state-regulated cloud-seeding programs in Texas and elsewhere. We don’t know whether she realizes that her own voting record of deregulating industry, cutting EPA, and gutting NOAA has done far more to destabilize our weather than any chemtrail fantasy ever could. And we certainly don’t know whether she knows this very flood disaster unfolded in part because of underfunded and undermanned NOAA and National Weather Service offices, which she supports defunding.

The Timing: Amid Real Disaster
Greene’s announcement didn’t come in a vacuum. It landed squarely in the middle of a genuine, deadly weather catastrophe.
As she was posting about her bill on social media, Texas was enduring historic, devastating floods. Entire communities were underwater. At least 80 people have died so far, including children swept away at Camp Mystic. Dozens remain missing. Homes, roads, and lives have been washed away in a disaster that meteorologists describe as unprecedented yet increasingly common in a warming climate.
The irony is impossible to ignore. Greene has spent her career voting to slash the very agencies that could have mitigated this disaster. NOAA and the National Weather Service, already operating under Trump’s budget cuts and staff shortages, reportedly underestimated the rainfall, leaving communities with less warning than they might have had. FEMA, another agency she’s attacked, was caught flat-footed trying to respond to overwhelmed local resources.
Rick Spinrad, former NOAA Administrator, said, regarding the impact of staffing cuts on forecasting ability: “Trump’s administration has overseen thousands of job cuts from the … NOAA, leaving many weather offices understaffed.” He added that those reductions “would inevitably degrade the agency’s ability to deliver accurate and timely forecasts.”
Local officials and experts have been explicit about the human cost of government cutbacks: “The NWS significantly underestimated rainfall amounts and provided insufficient warnings … linked these lapses to potential staffing shortages at the NWS, which has faced over 10% staffing cuts under the Trump Administration.”
And yet here she is, not demanding more funding for forecasters, not pushing for resilient infrastructure, not even acknowledging the role of greenhouse gases in supercharging storms. Instead, she wants to lock up anyone who — quote — “intentionally” tampers with the weather.
What she misses, of course, is that Texas’s atmosphere has already been tampered with, not by secret cabals spraying chemtrails, but by decades of unchecked pollution and deregulation, much of it enabled by votes like hers.
What Would Actually Help Combat Worsening Weather?
Marjorie Taylor Greene almost landed on a truth: humans are already messing up the weather. But her “chemtrail crime wave” bill misses the mark entirely. What we actually need are real-world solutions grounded in science, bolstered by funding, and applied where they matter most.
During those catastrophic Texas floods, the National Weather Service's regional office was short several key staffers, reportedly leading to late warnings and an underestimation of the danger, which ultimately cost lives. That wasn’t a conspiracy. It was a textbook case of public safety unraveling when we slash scientific expertise and ignore climate-driven extremes.
Meanwhile, under President Trump’s second term, the Department of Government Efficiency (DOGE) has been gutting agencies, including FEMA. Trump has floated plans to phase out FEMA entirely, handing disaster response to cash‑strapped states while his DOGE initiative dismantles agency capacity across the board. Think layoffs, IT overhauls, and firing rank-and-file experts in the name of “efficiency.”
Understanding the irony is priceless. Greene wants to jail people who intend to modify the weather but supports policies that systematically dismantle the very institutions actually responding to and forecasting climate disasters.
If you really wanted to stop humans from “tampering” with the weather, you wouldn’t write a bill about chemtrails. You’d fund the agencies that protect us from the climate chaos we’re already creating.
Real solutions to this crisis are not a mystery. Fund NOAA and the NWS so they can hire the meteorologists they desperately need. Invest in FEMA so that when disasters strike, people have a reliable source to turn to for assistance. Build resilient infrastructure and enforce sensible zoning and floodplain management. And, of course, tackle the root cause of extreme weather by cutting carbon emissions rather than pretending they’re harmless because they’re not sprayed “on purpose.”
Greene’s bill attempts to make it illegal to aim at the sky, but it supports policies that undermine the people watching the sky. That’s not oversight. It’s theater. Right now, what’s actually changing the weather is deregulation, staff cuts, and climate inaction, not secret cloud‑seeding.

Theater in the Face of Reality
Marjorie Taylor Greene’s fixation on fictional weather saboteurs isn’t just bad science. It’s good politics for her.
With Donald Trump back in the White House, his administration has doubled down on the same policies that left Texas vulnerable to this disaster: cutting NOAA staff under the guise of “efficiency,” pushing DOGE to roll back emissions rules and climate planning, and openly suggesting that FEMA should be abolished entirely and disaster response left to overwhelmed states.
The results of those choices are playing out in real-time. Forecast offices are understaffed and under‑resourced. FEMA is stretched thin and responds slowly. Catastrophic weather events are becoming stronger, deadlier, and increasingly difficult to manage. And into that maelstrom walks Greene, shaking her fist at imaginary chemtrail pilots instead of the very real policies she and her party have championed.
The truth is, humans are changing the weather, but not through secret planes spraying silver dust; rather, it is through carbon emissions, deregulation, and deliberate neglect, driven by an ideology that views scientists as the enemy and billionaires as blameless.
If Greene truly cared about stopping people from wrecking the atmosphere, she wouldn’t need a new bill. We already have one. It’s called the Clean Air Act. And if she truly wanted to save lives during climate‑driven disasters, she’d strengthen FEMA, NOAA, and the National Weather Service, not gut them.
But that would mean standing up to her donors, her party, and her president. Much easier, politically, to rail against invisible enemies in the sky.
