Pennsylvania, DHS Clash After Illegal Immigrant Truck Driver Kills 4 in Indiana Crash
Indiana authorities are investigating a severe crash that killed four people on Feb. 3 after a semi-truck driven by Bekzhan Beishekeev collided head-on with a van. The crash has triggered a public dispute between the Department of Homeland Security and the Pennsylvania Governor’s Office over how Beishekeev obtained a commercial driver’s license.
Beishekeev, 30, was driving a tractor-trailer near State Road 67 in Jay County when he failed to slow for stopped traffic and veered into oncoming lanes, local police said. Four occupants of a van, reported to be members of the Amish community, died in the collision.
Federal authorities have publicly stated that Beishekeev entered the United States illegally using the CBP One app and was subsequently issued a Pennsylvania CDL in July 2025, despite not having lawful status, according to statements from the Department of Homeland Security and ICE.

The Pennsylvania Governor’s Office responded on social media, saying all commercial licenses from PennDOT are vetted through the federal SAVE system administered by the Department of Homeland Security and that the driver “had legal status in … database when the license was issued.”
The conflicting accounts illustrate a standoff over responsibility for licensing standards and border policy. “Not only was Bekzhan Beishekeev released … by the Biden administration using the CBP One app, but he was also given a commercial driver’s license … These decisions have had deadly consequences,” DHS officials said in a statement.
Transportation safety authorities have indicated they are reviewing the carrier and compliance with federal regulations. The incident raises questions about how immigration status and work credentials are verified for commercial drivers. Follow-up is expected as Indiana investigators complete their crash analysis and federal agencies weigh potential policy responses.
