Rep. Eric Swalwell (D-Calif.) said President Donald Trump’s leadership is showing signs of serious deterioration, arguing that what he described as Trump’s “physical decline” now mirrors a broader political unraveling inside the administration.
Swalwell made the remarks during a CNN appearance this week while discussing a contentious congressional hearing involving Homeland Security Secretary Kristi Noem, who abruptly left testimony early for what was later revealed to be a canceled meeting.
“Trump’s physical decline is only matched by his political decline right now,” Swalwell said, framing the episode as part of what he called a pattern of dysfunction and evasion within the administration.
The comments came amid fallout from Noem’s December 11 testimony before lawmakers examining global threats to homeland security. Noem departed the hearing before questioning concluded, citing the need to attend a FEMA-related meeting. The Department of Homeland Security later confirmed the meeting had been postponed, though officials said Noem was unaware of the cancellation at the time she left.
Democratic lawmakers criticized the early exit, accusing Noem of avoiding tough questions related to immigration enforcement, disaster preparedness, and executive accountability. Republicans defended the secretary, calling the criticism politically motivated.
Swalwell, a member of the House Judiciary Committee, tied the controversy directly to Trump’s leadership, arguing that confusion and abrupt decision-making have become defining features of the administration.
“This is what decline looks like,” Swalwell said, pointing to staff turnover, strained congressional relations, and growing scrutiny of Trump’s second-term agenda.
