Tim Kaine Files War Powers Resolution Targeting Trump’s Possible Cuba Strike
Senate Democrats are moving to block President Donald Trump from launching military action against Cuba without approval from Congress.
A group of lawmakers filed a War Powers Resolution after Trump suggested the U.S. could pursue a “takeover” of the Caribbean nation while broader conflicts involving Iran continue to unfold.
According to CBS News and the Associated Press, the legislation was introduced by Democratic Sens. Tim Kaine, Ruben Gallego and Adam Schiff. The measure would require the president to remove U.S. forces from hostilities involving Cuba unless Congress explicitly authorizes them.
The push reflects growing concern among Democrats that Trump could expand U.S. military operations to additional countries as tensions escalate in multiple regions.

Kaine said in a statement that the Constitution gives Congress — not the president alone — the authority to declare war.
The resolution also forces the Senate to debate the issue, a tactic Democrats have used repeatedly to challenge Trump’s foreign policy moves.
Republicans currently control the chamber and have mostly backed the president in previous war-powers votes, meaning the measure faces long odds.
Still, Democrats say forcing a vote will put lawmakers on record about whether the U.S. should move toward military action against Cuba.
