Trump Administration Proposes Expanded Grant Oversight as Federal Funding Becomes a Powerful Policy Lever
The Trump administration is advancing a proposal that would significantly expand political oversight of federal grants, allowing senior political appointees to play a larger role in deciding which projects receive taxpayer funding and whether existing grants remain eligible for support.
According to the Office of Management and Budget proposal, grant applications would face additional review to determine whether they comply with administration priorities. The framework would also make it easier for officials to terminate previously awarded grants that are judged to conflict with those priorities.
The move is part of a broader effort by the administration to increase executive control over federal spending. An executive order signed last year directed agencies to ensure discretionary awards advance presidential policy goals and avoid funding initiatives the administration describes as promoting “anti-American values.”

The grant proposal does not stand alone. Since returning to office, the administration has repeatedly used federal funding decisions as a tool to influence institutional behavior. Universities have faced pressure tied to research funding. Foreign assistance programs have been paused for policy review. Arts and humanities grants have been reduced or canceled as agencies were directed to align more closely with White House priorities.
Supporters argue elected administrations should have greater control over how taxpayer dollars are spent. Opponents contend the changes risk replacing expert review with political considerations and could reshape long-standing federal funding systems.
If finalized, the proposal could affect billions of dollars in grants across research, education, transportation, healthcare, nonprofit programs, and state-level projects, making federal spending one of the administration’s most powerful tools for advancing policy objectives.
