Trump Administration Reverses Course, Halts Wage Garnishment for Millions in Student Loan Default
The U.S. Department of Education has paused plans to garnish wages and seize federal tax refunds for borrowers in default on their federal student loans, the latest policy shift from the Trump administration that affects millions of Americans.
The move reverses earlier plans to resume these collections as early as January 2026 after a multi-year pandemic-era suspension of aggressive repayment measures.
According to reports from Business Insider and Student Debt Crisis Center, the pause covers both Administrative Wage Garnishment, where employers withhold part of a defaulted borrower’s paycheck and the Treasury Offset Program, which can intercept federal tax refunds.
Officials say the delay will allow time to implement major repayment reforms and new income-driven plan options that lawmakers and the department agree are needed before involuntary collections resume.

“This pause on wage garnishments and tax refund seizures is an important first step to mitigate harm to millions of struggling Americans,” said Natalia Abrams, president of the Student Debt Crisis Center.
Advocates welcomed the decision as a break for borrowers juggling inflationary costs, but critics warn the pause could reduce repayment compliance and cost the government billions over time.
Defaulted borrowers, generally those 270 days or more behind on payments now have more runway to explore rehabilitation, consolidation or new repayment plans before collection actions restart.
The department has not set a timeline on when garnishment or refund seizures will resume, but says updated guidance will be forthcoming as reforms take shape.
For millions of struggling student debt holders, this pause could mean short-term financial relief ahead of tax season and the next phases of federal repayment policy.
