According to the Washington Post and AP News, the plan would fund most DHS agencies immediately while delaying funding for Immigration and Customs Enforcement and Border Patrol through a separate reconciliation bill.
That approach allows Republicans to bypass Senate Democrats and pass immigration enforcement funding with a simple majority vote.
But the split strategy has triggered resistance from both sides, with some Republicans opposing the separation and Democrats continuing to demand new oversight rules for immigration agencies.
