Trump-Pardoned Democrat Henry Cuellar Votes With GOP on DHS Funding Bill
A Texas Democrat pardoned by President Donald Trump last year is now facing renewed scrutiny after voting with Republicans to fund the Department of Homeland Security.
Rep. Henry Cuellar (D-TX) was among four Democrats who crossed party lines to support a Republican-backed DHS funding bill during a tense government shutdown fight.
The House passed the legislation 221–207, with most Democrats opposing the measure over concerns about immigration enforcement and oversight of federal agents.
Cuellar’s vote drew particular attention because he received a presidential pardon from Trump in December 2025 after facing federal bribery charges tied to nearly $600,000 in alleged payments from a foreign oil company and a Mexican bank, according to reporting at the time.
Following the pardon, Cuellar was restored to a key leadership role as the top Democrat on a House Appropriations subcommittee that oversees DHS spending.
“The shutdown is hurting the very security operations we all depend on,” House Speaker Mike Johnson said while pushing the bill through the chamber.

Most Democratic leaders opposed the legislation, arguing it failed to include new limits or oversight requirements for immigration enforcement agencies such as ICE and Customs and Border Protection.
The debate intensified after several controversial immigration enforcement incidents earlier this year, including fatal shootings involving federal agents that triggered calls for reforms and greater accountability.
Republicans have argued that delaying DHS funding threatens national security operations, including airport screening, disaster response, and border security programs.
Cuellar and several other centrist Democrats have said preventing a shutdown and maintaining funding for security agencies was a priority.
The legislation now moves to the Senate, where it faces an uncertain path because it will require 60 votes to advance.
For now, the vote has highlighted the political divide within the Democratic Party over immigration enforcement and DHS funding.
