Senate Majority Leader John Thune said the chamber will still move forward with a vote.
“It’s important that the Senate go on record on this issue,” Thune said.
The clash is unfolding alongside a separate dispute over DHS funding that triggered a partial shutdown in February after lawmakers failed to agree on immigration enforcement provisions tied to the department’s budget. Agencies such as the Transportation Security Administration have reported staffing strain as workers miss paychecks.
The SAVE America Act has also triggered a wider debate about the balance of power between federal election rules and state-run voting systems.
Advocates argue requiring citizenship documentation would protect elections from fraud, while critics say the measure could make it harder for millions of eligible Americans to register to vote.
The Senate vote is expected to proceed this week, though the bill’s future remains uncertain.
