Trust Fractures After FBI Takes Over ICE Shooting Investigation
MINNEAPOLIS — Federal authorities have taken sole control of the investigation into the fatal shooting of Renee Nicole Good, a 37-year-old Minneapolis woman who was killed by a U.S. Immigration and Customs Enforcement agent during an enforcement operation on Wednesday, prompting concerns from state officials and sparking protests across the city.
The shooting occurred the morning of Jan. 7 in a residential area of south Minneapolis as ICE agents were conducting an arrest operation. Good, a U.S. citizen and mother of three, was inside her vehicle at the time. Authorities say she was not a target of the operation.
According to the Department of Homeland Security, an ICE agent fired his weapon after Good allegedly attempted to use her vehicle to strike an officer. DHS described the shooting as an act of self-defense. The agent has been placed on administrative leave.
However, video footage recorded by bystanders and nearby security cameras shows a chaotic scene, with ICE agents surrounding Good’s vehicle and issuing what witnesses describe as conflicting commands. Portions of the footage appear to show the vehicle moving slowly or changing direction before shots were fired. Good was struck and pronounced dead at the scene after her vehicle rolled to a stop.

The Minnesota Bureau of Criminal Apprehension (BCA) confirmed it initially partnered with the FBI on the investigation but later withdrew after federal authorities declined to allow full access to evidence, interviews, and investigative materials. The BCA said it could not continue under those limitations. The FBI has since assumed exclusive control of the case.
Minnesota officials, including Gov. Tim Walz and Minneapolis Mayor Jacob Frey, have called for transparency and accountability, while the FBI declined to comment on the BCA’s withdrawal.
Former ICE Director Sarah Saldaña, who led the agency from 2014 to 2017, publicly criticized the agents’ actions, saying the shooting appeared unjustified.
The incident has triggered large protests in Minneapolis, with demonstrators demanding an independent investigation and raising concerns about expanded federal immigration enforcement operations. No criminal charges have been filed, and the investigation remains ongoing.
